The first thing you need to do when planning any party, is set a strict budget. The amount you are able to spend will dictate pretty much everything else involved in planning your 21st birthday party.

It doesn’t matter if you’ve not got much to spend, just make sure you have an exact figure, then write it down and stick to it like glue.

How to Play the Drinking Game Version of Pass the Parcel:
